Use the command line/acceptula switch to accept the license agreement. If you use psexec.exe tool with the switch -s to run a command prompt under the almighty system account, you must first approve the license agreement, which is correct. However, if you want to work with additional sysinternal tools in the system console, you have a problem. If you launch z.B. pskill.exe, the program tries to open the License Agreement dialog. This does not work because the system account session does not have a desktop computer at that time and the program is suspended because no one can accept the license agreement. I do this on every new computer before I do something different.https://wikifama.com/psexec-license-agreement-bypass/
